Try holding vol down when connecting charger. It should go to a screen with Fastboot written on it. Hopefully it can stay on there to charge enough so it can boot. To exit Fastboot just hold power until the phone turns off. This worked, thank you sir! Try leaving it charging from a computer overnight.
I've heard of Note 8 power button malfunctioning to the extent that the phone would keep on rebooting on its own from time to time (and sometimes midway thru the reboot). Since your phone is rebooting into recovery and then auto rebooting, you might want to have it checked at a service centre in case there's a problem with the power and volume
